This is a cigarette lighter in a porcelain or ceramic body. It has images and dates that commemorate the US Civil War (1861-1865). It has wear, and crazing, and a spot that looks like a repair. It needs some attention from a qualified expert, (It doesn't seem to open all the way when you press the button). It measures about 1 1/4" across, and 3 1/2" high. I don't see a maker's name, just a patent number, and "Japan".
