1938 Federal Duck Stamp Design. Pintails. Drawing by Roland Clark: A Pintail Drake and Hen coming in for a landing were pictured on the 1938 migratory waterfowl hunting stamp, fifth in the annual series issued by the Federal Government. It was designed by Roland Clark. "Duck Stamps," as these are popularly called, are about as large as a special delivery stamp and must be purchased by all migratory-waterfowl hunters over 16 years old. They are sold at post offices at $1 each. Proceeds are used to buy and maintain national wildlife refuges administered by the Fish and Wildlife Service.
