As my knowledge of these kind of items are limited I do not know what the problem could be or how to test it.
When connected to power the lights turn on. this is as far as I could test the item could have any of the problems listed below. I has missing knobs and fuse cover, also has some heavy cosmetic damage to the casing on the back please see pics.
