As my knowledge of these kind of items are limited I do not know what the problem could be or how to test it.
When connected to power the lights turn on. This is as far as I could test the item could have any of the problems listed below. Has some heavy cosmetic damage to the casing at the bottom corners on the back please see pics.

- In cases where the item does not function the specifications will have been taken from manufacturer and variations may occur.
