from the DC Voting Rights Campaign for passage of the 23rd Amendment, 

stating:

This is a vintage Voting Rights campaign pin from the 1950's or 1960's.  It 

measures .9375 inch in diameter (from one edge directly to the opposite 

edge).


The pin was for Washington, D. C. to be able to have voting representation.  Citizens of D.C. were not allowed to vote in elections from 1783 - 1964. 


Since the 1930s, the District of Columbia was administered by House committees that had little regard for the concerns of the local population....As a compromise, the Twenty-third Amendment was adopted in 1961, granting the District some votes in the Electoral College in equal ratio to their population, but no more than the smallest state. The District of Columbia's residents have exercised this right since the presidential election of 1964. (from Wikipedia)


This pin has a Union Mark in small letters on its outer perimeter.  It states "9" beside the Union Mark; back side has "Union Label" embossed into the surface (See Pics; appears to have scissors in logo).
