Snooper 'n' Brownie Sunday strip original by George Scarbo, for Newspaper Enterprise Association (NEA Syndicate), 1946.

Scarbo was something of a Jack of all Trades for NEA, He worked for them from 1931 until shortly before his death in 1966, doing a variety of features, panels and strips. His longest running and best known feature, The Comic Zoo, was a topper for the Out Our Way Sunday and ran from 1936 to 1965. He also did a lot of strips that NEA syndicated to weekly newspapers, and newspapers that did not publish daily (such as three times a week), and this is probably one of those, as it has a copyright year but no date to indicate the publication day. This one seems like a spinoff of one of the rotating features from The Comic Zoo.

There's a good bio of Scarbo at Lambiek: https://www.lambiek.net/artists/s/scarbo_george.htm

The image area of this strip is 16 3/4 inches wide, and 9 3/8 inches tall. As you can see from the picture, margins are cut very close on the top and both ends. However, all the art is present and in very nice condition.
