ANSWER: YES ! you can control it from web and amazon echo and IFTTT and Google Home and HTTPs...etc

 I'd like to be able to turn a circuit breaker on and off while not at the property.
Answer: yes you can use this to do that !!

 I think I could change the servo to a high torque one and rig it to the breaker but I wonder if there is an easy way to control form the web?
Answer: yes you can change to high torque ! make sure that you give servo a good power supply to make good high torque

ANSWER: AS long as you have Amazon Alexa APP and you can control it anywhere and anytime and any smart Phone.

Also can one control it through amazon ap when not on the Wifi network but remotely connecting to the dot (not at home)?
Answer: I think Yes !! since you have a way to control the DOT and give command to DOT. But i think DOT need WIFI network communicate with smart device.
