This is an antique brass and rubber stamp which is for use on official documents ... its a later version of an actual SEAL matrix.. but this is used with INK to make the wording... rather than on wax which breaks..... with a turned wooden handle. 

It reads 

"Sheriff of Westmorland 1918 with a 3 initial monogram in the centre.. ICH

ICH stands for the Sheriff in this year of JAMES CULLEN HAMILTON of Barrows Green Kendal. 

No maker's mark.....says TOP on top of the brass so you know which way to use it after inking it.

 Please note: I have reversed one of the images so the wording can be read for listing purposes. 

Came from PEARSON & PEARSON - Solicitors of Kirkby Lonsdale estate....also note this type of seal are unique for the year or years that particular chap is in office...you will be able to research him quite easy as well I would have thought to find out his history and background... I see his name is in print in The London Gazette during this period.

What a fabulous item if you happen to be related to him as well !! 

It is in collectable condition with normal signs of age and use wear.
This stamp has been used but there is no damage to the metalware nor rubber.

It measures approx. 70mm long and the stamp part measures approx. 38mm x 38mm.
