Apply a thin coat of primer.

Apply a layer of white nail gel polish, cure with a UV lamp for 2 minutes or LED lamp for 60 seconds.
Apply neon pigment powder with a brush.
Apply no wipe top coat, cure with UV lamp for 2 minutes or LED lamp for 60 seconds.
