Background: The Pacific Coastal Defense Sector existed from 1942 through 1946.  Formerly known as the 9th Coast Artillery Command, it defended the Pacific Coastline.  There were real threats to shipping due to submarine activity (that included laying mines) as well as German spies landing in Maine, Long Island, and Florida. The Germans flirted with one way long range bombers hitting the East Coast, ditching, then have a sub pick up the crew.  The Japanese shelled oil refineries in Santa Monica as well as the Coast Artillery Fort Stevens in the Pacific Northwest.
