It was founded on October 31, 1967 in commemoration of the 50th anniversary of the Great Socialist October Revolution. Soviet citizens, enterprises, organizations and other collectives of workers, military units, regions, counties, cities of the republics were awarded. The order is awarded for active revolutionary activity, great merits in strengthening and building state power, outstanding merits in building socialism and building communism; also for special courage and bravery shown in military operations and merits in strengthening the defense of the Soviet state. Foreign citizens can be awarded the order.
