File Burnisher
Consists of a handle of transparent plastic with two folding blades equipped with replaceable files.
Intended for removing built-up material from precious metal bar or point-disc type contacts of either single or bifurcated springs on relays.
Blades restore contacts to a definite thickness and the contacts on the particular relays for which each blade is intended are indicated on designation strips in the handle.

Most of the tools he had were marked WE / Western Electric & a bunch were BELL System.
All have been very well cared for. Protected from the elements and not abused.
