Historical context: The five-year plan or "Petiletka" in czech, is an economic plan of a centrally planned economy for a five-year period, first introduced in the Soviet Union in 1929 and then also used in other countries of the Eastern Bloc.
The first five-year plan was aimed at industrialization, especially in the field of heavy engineering, and was introduced together with the collectivization of agriculture after Joseph Vissarionovich Stalin's consolidation of power.
The alleged fulfillment of the five-year plans was presented by Soviet propaganda as the achievements of the socialist economy, as opposed to the capitalist market economy governed primarily by the principle of supply and demand.
The country's entire economy was organized according to five-year plans.
The plans specified exactly how much of which goods would be produced and where they would be produced, at what price, what the wages would be, how many workers there would be in each enterprise...
It is used or was used mainly as a basic tool for managing a socialist economy, but it also exists, for example, in India and in the past in Japan, Pakistan, Argentina, South Korea, etc (Wiki).
