Here's an item bundle from the Thomas and Friends Take-Along range, and this is the title character with a giggling Troublesome Truck. These were released in Target stores in 2008 when the special "The Great Discovery" was released.
The Troublesome Truck has a button on the top that plays a sound clip of the wagon laughing. It has been tested, but the sound box is a bit off. It doesn't come with batteries, and it needs 2 AG13/LR44 1.5V in order to get the sounds to work.
