This is an old paper towel or foil dispenser. It is designed to be mounted to the wall and will hold three rolls of paper, foil or plastic wrap. The top section will hold rolls up to 12 inches long and 2.25" in diameter. The center section will hold rolls up to 12" long and 2" in diameter.  The bottom holder will hold rolls about 11 inches long and up to 5" in diameter.
