This is a misprinted card, foil is prismatic rare but normally was printed as Ultra rare cards.
This misprint is one of the hardest to find, happened only in the american print version and also only the ultra rare cards were affected.
Is exstimated that there are only few copies in existence.

Probably for a pre-test mistake because BLLR was released in 2017 but the prismatic rare foil was introduced for the first time in TCG only in 2019.
