Vintage 1960's - 70's California Pottery 16" tall smiling blue cat bank can hold a whole lot of change!  Finish is a bit two tone, with some light brown shaded in spots.  Some flecks of blue paint are missing  - a few on front and a small cluster on the right haunch.  Not sure if the stopper is original.
