This is a vintage Qubic game by Parker Brothers #400.  I am not sure how many of the colored chips there are to be in here but there is a combination of blue, red and yellow.  All the stems are here, and the tower can be built but one clear panel has a chip on one corner, the stem still attaches.  Another corner shows a crack.  If you only want certain parts to complete a game you have, I can do that too and will adjust the shipping, if needed.
