The nation is dedicated to serve as a bulwark against Communism in southeast Asia. At right is Britain's Prime Minister Harold Macmillan. Leaders of four commonwealths signed the agreement but the sultan of oil-rich Brunei balked because he was not given precedence over the other rulers. Photo measures 10 x 8.25inches.
