Signatures Create Bulwark Against Communism: Premier Tunku (Prince) Abdul Rahman of Malaya, left, and British Commonwealth Secretary Duncan Sandys sit together in London's Marlborough House at midnight tonight as the premier signs agreement creating a new federal nation called Malaysia. The nation is dedicated to serve as a bulwark against Communism in southeast Asia. At right is Britain's Prime Minister Harold Macmillan. Leaders of four commonwealths signed the agreement but the sultan of oil-rich Brunei balked because he was not given precedence over the other rulers. Photo measures 10 x 8.25inches.
