It is brand new old stock in excellent condition. It is complete with all rails and unopened small parts envelopes. However the defunct hobby shop got some water damage and the outside of the box has light water damage.
I have tested the locomotive and it runs very smoothly in both forward and reverse. It has it's unopened small parts envelopes and the rails.
