Laying flat means smoothing the garment out and laying it on a flat surface, so that the front of the garment is the same size as the back. This will be the natural position the fabric takes unstretched.
With Pre-owned clothing different makes can vary in their measurements. Also size can change slightly even after a cool wash, depending on the fabric type. I'm sure you want your pre-worn item to be clean!
Other fabrics such as denim can shrink in the wash but re-shape very quickly once worn.
The best way to ensure your item is the correct size for you is to measure your own favourite clothing laid flat and compare them to the size measurements given, rather than rely solely on the label size.
