This is a vintage antique farm or ranch tool.  This is an antique barbed wire fence stretcher and splicing tool.  It is made of cast iron, with a knee action on each side to grip wires for splicing.  Stretcher is marked Levi Hawbaker - Elmore Minn and Pat Appld For.   Stretcher is 21-1/2" in length.  It is in good used condition.  There are no off odors.
