The building of this railroad across Southern Ohio began with a series of events that followed the opening of the Virginia Military District by Nathaniel Massie and his intrepid band of surveyors.
After the American Revolution, Virginia voted her soldiers bounties in land and set apart the Virginia Military District, a large area between the Scioto and Little Miami Rivers on the northwest side of the Ohio River. On August 10, 1790, Congress passed an act authorizing locations of land to be made in this district.
As Nathaniel Massie had become an experienced surveyor of land in Kentucky and had worked as a clerk in the Louisville office of Col. Richard Clough Anderson, the principal surveyor of the Virginia Military District, he was appointed a deputy surveyor in 1790.
History states that Massie made his first excursion into the interior of the area northwest of the Ohio River in 1788. Fearless of the danger of Indian attack and without shelter, Massie and his men did much of their surveying when the Indians were in their winter quarters. Nathaniel Massie became impressed with the richness of the land in his treks through the bottoms of the Scioto River and Paint Creek. Buying up land warrants all the way from twenty cents to one dollar an acre, Massie was said to have been the largest land owner in the entire district.
