I tired to do a little research to find out who this was...and have determined that O.E.S. may not be a school - but may/likely stand for Order of the Eastern Star, which had and has Grand Representatives appointed each year. It may be to a member, from a school, or group of students. Hard to say. It is not a Political Respresentative - as there were no women representatives back in that day.
Condition: Very Good, no chips or cracks. Very Slight Iridescent Glaze over top. Dedication on bottom. Likely Order of Eastern Star gift. Photos taken outside, may appear a little darker than true color, but clearer...photos inside, are a little lighter, than it appears...so true color is right in the middle of what is shown in photos...
