AS-IS Hioki 3455 High Voltage Insulation Tester HiTester 250V-5kv

This tester looks great cosmetically, but it failed calibration. The calibration company stated "Unit does not apply any test voltage resulting in zero insulation resistance". I do not how to repair this or who to send it to, therefore it is being offered AS-IS for Parts or Repair. Includes leads and clamps as pictured. Please see all photos. No wall charger included. 2011 Manufacture Date.
