These are a vintage set of glass salt and pepper shakers.  These are clear glass, with paper label for decoration, and have red hard plastic caps.   Labels show these as a souvenir of Hollywood, Cal and an American Eagle.  I suspect these were WWII era souvenirs.      Shakers are 3-1/8 in total height and measure 1-1/2" at base/  They are not maker marked.  Shakers are in very used condition.
