Antique Victorian Wooden Poker Work Page Splitter / Paper Knife with Pretty Floral Design.

I believe this is from the time when books and newspapers had pages joined at the edges. It was used to first smooth the crease and then cut along to separate them.

Measures approx 31.5cm Long.
