A lovely example of a Victorian art form. Most likely done by a roughly contemporary practitioner. There is a signature but I could not quite piece it out. I think it may read Burkhart. There is lovely gallery framing. Some teensy damage to the reverse of the frame at some corners, but as you can see by my photos nothing that shows in ordinary frontal display. The flowers are quite artfully arranged and quite professionally mounted on what appears to be a very high quality paper... maybe handmade or archival. A fun piece of decor in the old style.. This measures approximately 11 inches by 13 in.
