　　三十年代的上海，小虎﹝元彪飾﹞從鄉下到英租界，與當軍官的哥哥大虎﹝林子祥飾﹞重聚。大虎因工作關係，結識了由美國回來的閨秀宋家璧﹝梅艷芳飾﹞由此展開了他們與上海名女人婷婷﹝恬妞飾﹞的三角戀情。小虎則在大世界遊樂場，與一班雜技小子和江湖俠女阿寶﹝林憶蓮飾﹞結成了患難之交，進而成為一名行俠仗義的黑道好漢。家璧回滬，原為革命黨人追查一筆捐款下落，終發現罪魁禍首，竟是她敬愛的契爺金爺﹝洪金寶飾﹞。而金爺正計劃促使大虎與小虎兄弟鬩牆……

　　Shanghai, in the 30's. A wicked, wicked city of teeming million, for the talented, the adventurous and the ambitious. Little Tiger comes to Shanghai from the country side to be with his brother Big Tiger who is a gentleman officer, in other words, member of the upper crust. Big Tiger is involved in simultaneous love affairs with rich Anita and socialite Ting Ting. Little Tiger will have none of that. He befriends acrobats, actresses and others of the lower class. Soon, he is the underworld establishment. Anita acutally is a revolutionary with the mission of tracing lost find. She finds the thief to be her godfather......
