Bartlett entered the Royal Academy of Arts in London, where he studied painting and etching. After three years of painting studies in London, he went to France to enter the Académie Julian in Paris, where he studied under Jules-Joseph Lefebvre and Gustave Boulanger, and was active mainly in watercolor painting and etching. Ta.

In 1923, with financial support from his wealthy wife's family, Bartlett traveled to India, Ceylon, Indonesia and China, making his first stop in Japan in 1915. At this time, he brought his own watercolor sketches to Shozaburo Watanabe, and started making woodblock prints by replacing his pencil with a paintbrush. In the following year, in 1916, Shozaburo Watanabe released a total of 21 new prints, including 6 Japanese landscape paintings and Indian landscape paintings by Bartlett.

Its characteristic blue color was brighter and more modern, unlike the indigo blue of Hokusai and Hiroshige, and the blue that is close to navy blue seen in the new prints of Shotei.

In 1919, he visited Japan again and produced 16 new prints for Watanabe Print Shop.
