Webbing was never meant to be a coin but is instead a byproduct of the minting processing. When circular Planchets are struck from the raw sheet metal, the webbing is what's leftover between the circular cutouts. This webbing is typically melted, but sometimes the mint releases small amounts of it for collectors to enjoy.
