James Talley owns a small plot of the cultural landscape located somewhere east of Billy Beer. Talley was an obscure country-folk artist with a populist streak who gained fleeting fame when President Jimmy Carter named the singer-songwriter a personal favorite. Of course, the support of a one-term commander in chief does not make for lasting acclaim and Talley quickly slid back into the shadows. This 21-song salute to Woody Guthrie marks a welcome return by Talley, who approaches the folk icon's landmark material with an uprightness that suits the likes of "Pretty Boy Floyd," "Deportee," and "Vigilante Man." Working with Talley is a low-key acoustic combo from Santa Fe, who complement him in a way that recalls Cisco Houston and Sonny Terry's accompaniment of Guthrie decades earlier. --Steven Stolder
