This is a great vintage mid-century Glo-Mar brand brass dragon bell / gong.  Glo-Mar was a New York-based company that made fine brass sculptural / decorative pieces during the mid-1900s.  This is a great example of their work.  The dragon here is overall in very nice condition with a great patina, and the hammer is still present.  The bell sounds great.  Note that the dragon screws into the bottom piece, but only loosely - it's enough to hold the dragon in place, but it was not made to form a really tight connection - the dragon basically just sits on the base with a thread or two catching and holding it in place.
