This is an original press photo. Dogs, Houston. Dogs who run lose or are abandoned sometimes burrow in garbage bags. Dogs Run Free, These pooches are unaware of the city ordinance that requires ali dogs to be tethered or fenced. The dogs are left were burrowing in garage in the 1900 block of Alabacore and those at right were roaming in the 1900 block of Feagan in southwest Houston. Spokesmen for the Society for Prevention of Cruelty to Animals estimate that 50,000 dogs are running free inside the city. Photo measures 7.75 x 8.25 inches. Photo is dated 11-26-1974.
