PowerColor Red Dragon RX 570 8GB - doesn't work

Card was fully working, somebody bought it disassembled it and returned stating that card doesn't work. Didn't test it after thus it is sold as FOR PARTS OR NOT WORKING. 

Card has rust on the metal parts. 

THE CARD IS BROKEN thus no returns
