This is a vintage antique cast iron pendant finial from an electric ceiling fixture.  Pendant is made of cast iron and is polychrome decorated.  Finial is 3-1/2" in total height (including hook at top) and is 2-1/4" in outside diameter.  It is not maker marked.  Pendant weighs 12 ounces, and is in good used condition.  There are no off odors.
