This is a white Fiesta dinner plate featuring the Penn State University Nittany Lion logo in blue. The plate measures about 10 1/2 inches in diameter. It is from a line of NCAA officially licensed collegiate items produced at the factory for Touchdown Tableware a number of years ago. This is a used piece that does have some light scratching visible on the logo, and you can always find a microscopic dark speck or two in white glaze.
