Antique 1919 The First National Bank Liberty Bell Coin Bank - Oakley, KS - 4" x 3.75". 
This coin bank was manufactured by The Bankers S. & C. System Co. out of Cleveland, Ohio, and made for The First National Bank in Oakley, Kansas. It has a patent date of February 18, 1919, stamped on the bottom, along with the number 2835. The top part of the bell says "Proclaim Liberty Throughout All The Land Unto All The Inhabitants Thereof. Lev. XXV 10." It is locked and there is no key. 

The coin bank has some minor scuffing and scratching throughout and minor rust along the bottom and on the metal holding the wooden piece at the top as shown in the photos.
