Both decks are in fair used condition, and neither deck contains a joker. Price is adjusted accordingly.

These USPC Congress cards have backs depicting the Lancelot and Hogier Knaves, the earliest known printed cards that were discovered in the binding of a 15th century book. 

It is unknown when these cards were printed, but they do not have tax stamps, so they are after 1965.
