MSI X470 Gaming Plus, AMD Ryzen 7 2700X [Spares or Repair]

Donated MSI X47- Gaming Plus motherboard with AMD Ryzen 7 2700X Processor.

Motherboard does not power on/POST. Unknown if issue is with Motherboard or CPU. CPU had too much thermal paste applied and there is thermal paste on the pins. Doesn't look like there are any bent pins on the CPU, but not sure completely. The clip on one of the PCIe slots has broken off.

May be other issues not listed.
