This is the "Tulip Robot", also known as the "Tulip Robot", made by Nomura Toys.
The size is about 31cm in height.

Operation
Insert 2 AA batteries into the battery box on the back.
When you turn on the switch on its back, it makes a rattling sound, vibrates its head, and starts walking.
After that, it stops and the head opens. See the picture.
