Watch winds and runs, I have not serviced it so I cannot guaranteed the accuracy of time

the Dial looks altered, the numbers appear applied at a later date, 

and it has a Subdial, but has numbers 5-60 on the outer edge as if it should have a sweep hand

maybe you watch experts know 

lugs are good, not broken or missing
