This is an original press photo. Coast Guard Chief Boatswains Mate Arthur J. Swain, at left, receives congratulations and good wishes from Captain George C. Carlstedt, Commander, 2nd Coast Guard District, upon his retirement. Ceremony was held in the District Commander Office in St. Louis, Missouri, July 1, 1954. Arthur J. Swain, chief boatswain's mate, has retired from the U.S. Coast Guard. Chief Swain was assigned to the Eighth Coast Guard District headquarters here in personnel and search rescue during World War II.Photo measures 8.25 x 10inches. Photo is dated 07-19-1954.
