Panda Cover are produced by a fine Virginia Gentleman by the name of Rollin Berger.

In early 2016, the rumor on the street is that Mr. Berger and Panda cachets will be expanding production to take up the slack in cachet production that the was left by the void of Washington Press ceasing production of Artcraft Cachets.

I have heard that at least one major servicer of First Day Covers will be using Panda Cachets to service her covers.
