Vintage Picture of Woman with bird & hanging bird cage- Maybe Bernard artist or similar style.  It is not signed Bernard but other pictures I found that are very similar are signed Bernard.  At the bottom, it says "Donald Art Co., Inc. New York No.296".  On the other side it says "Made in the U.S.A.".  The frame doesn't look too bad - a few scratches - see photo.  Back doesn't look great but it is taped around - see photo.  The picture/frame is 9 inches wide by 11 inches tall.
