Here's a vintage Pez Pal Policeman no feet PEZ dispenser. It's on a 3.9 Hong Kong stem. 

There are no cracks or melt marks, but there is wear and some surface scratching on the stem. The black brim on the police hat does not seem to have been painted very well.
