This item for sale is a Victorian antique, faceted blue glass 'gem' skirt lifter in excellent used condition. You slide the square onto your belt,  then the metal stick hangs down. You then have a hook or button sewed under  your skirt and lift it up to attach to one of the 7 spots on the long stick. It is 5.5 inches tall the top is 2 inches tall and across. A great addition to your collection.
