United States, Scott 1618C, MNH.  1978 15c Flag Coil Strip of 3, paste-up pair the Bureau of Printing and Engraving's red plastic patch which covered several rows of stamps before they were cut into strips.  The printed image is on the red strip.  A scarce EFO that got past the inspectors.
