The Gibraltar SC-LN is a small swivel nut with a 7/32" internal thread. They fit inside the lug box and accommodate the tension rod. These smaller inserts are found on most snare drums, rack toms and floor but can also be used in any lug that utilises a 3/32" tension rod.
