The frame is made by the famous lightweight tube maker Columbus steel, this particular frame is a German brand that commissioned bike frames to be built in Italy. This bike was one of their top bikes of the era, built to compete in the Tour de France and ridden by a German team in the late 80's (this bike was not ridden in competition as far as i know). This bike frame is made from chrome alloy tubing, completely chrome under the beautiful paint job. The components on the bike span a few different eras, the hubs and skewers are Shimano Dura Ace while the rest of the components are a mixture of Campagnolo Record and C - Record.
